I agree, don't go by capacity or trying to put a certain amount of fluid in each fork. Make yourself a oil level measuring tool and use the method described by AzMtnThumper. Set the fender washer on the tube at 4.6", fill the fork with oil, getting it close to where it should be, set the fender washer at 4 The 1000 has cartridge forks, which means it needs thinner oil than the damper rod forks on the 650. Try 10w. The stock fork oil is more like 7w. 15w is too much with the stock springs, and a little heavy for most people in the 1000 even with better springs.
